TWD Managed EPC of Secondary Steel Installation Tools for Thor Wind Farm

A step forward has been taken in the Thor Offshore Wind Farm project with the successful installation of secondary steel using the Secondary Steel Installation Tool (SSIT), designed and delivered by engineering firm TWD. TWD was entrusted with the design of the SSIT equipment that enables the rapid and efficient installation of all secondary steel components.

TWD played a key role in the seamless execution from concept to completion by supporting RWE with comprehensive EPCM (Engineering, Procurement, and Construction Management) services. This approach enabled effective interface coordination and seamless execution with multiple suppliers across Europe. TWD’s multidisciplinary teams provided end-to-end ownership, delivering the project within a demanding 12-month timeline.

End-to-End Engineering
TWD was entrusted with the complete design of the SSIT equipment, including six storage towers, four seafastening grillages, and the innovative Hawkeye modular tugger frame. To meet the tight timeline, TWD implemented a fast-track engineering approach. The components were developed with a clear focus on functionality and time efficiency. The outcome: designs tailored for quick installation and streamlined production. In addition, TWD took the lead in coordinating the design verification process with certification authorities.


Strategic Procurement Across Europe
To reduce risk and remain on schedule, TWD strategically distributed fabrication across three European countries. Storage towers and grillages were manufactured in Greece, the Hawkeye frame in Belgium, and additional tools in the Netherlands.

TWD’s role in both design and procurement allowed early engagement with the supply chain, incorporating market insights directly into the design phase. This approach, combined with a network of pre-qualified suppliers, ensured timely production and flexibility in supplier selection.

Construction and On-Site Support
The strategy of choosing multiple fabricators for the SSIT components enabled parallel production but demanded strong coordination and stakeholder management. TWD provided active support during construction by reviewing fabrication documents, ensuring quality standards, and closely tracking progress. To maintain oversight, regular site visits were carried out at fabrication sites in Antwerp (De Meyer), Rotterdam (Rometal), and Volos (Lykomitros).

During mobilization, TWD played a key role in tackling challenges by providing on-site support, maintaining close coordination, and applying practical, solutions-focused thinking. Mobilization centered on assembling components produced at various locations and ensuring they aligned perfectly on the vessel. Consistency in quality and fit was maintained by cross-checking measurement reports from all tools involved.
